How totally did McCain & Co. cave on the torture bill?

Bush is going to sign it without his usual fingers-crossed signing statement.
Best Democratic response line I've heard so far: "When the Supreme Court strikes this down, as it surely will, the bill becomes a get-out-of-jail-free card for terrorists."
