"There is no substitute for victory"... but sometimes victory is not in the feasible set.
How many time do I have to say this? We had our victory. We won the war. As was perfectly predictable, we squashed the Iraqi militaty like a bug--about as worthy of celebration as eating a Ritz cracker.
Once that was done there was this little matter of success or failure. Inevitably, Bush chose the latter.
