I guess, when there's no crisis, government should go crawl in a hole somewhere, to allow crises to develop and ripen. The airport management book bromide version of this is "If it ain't broke, don't fix it!" Surely one of most deeply stupid ideas ever to have currency, and if you disagree, consider whether you would fly on airplanes maintained on this principle.
