Apparently the border isn’t forcing anyone to do anything, which is what it initially read like for me. Nor is there a person named Border who is forcing anything. Rather, the border patrol, referred to as the “border force” is going on strike.

Headline elision isn’t necessarily obscure. I once saw in Oxford a newspaper vendor’s poster with “Oxon man on wife murder bid charge”; the treble apposition isn’t elegant, but it’s unambiguous.
