“When I’m president of the United States, I’ll call them back into session and I’ll keep them there until they get the work done.”
Perhaps John McCain has a theory of the unitary government, not just the unitary executive. While article II, section 3 of the Constitution gives the president the power to call both houses or either one into session in extraordinary times, there is no power to keep the Congress in session if the two houses agree on adjournment.
Do you think McCain has ever actually read the Constitution? Wouldn’t you think a Senator would have some sense of Congressional prerogatives?
Now perhaps McCain means he’d use the bully pulpit to shame members into staying in session and passing legislation. Wouldn’t it be nice then if he said that rather than appearing ignorant?
