The state is fighting against a serious headwind in the form of federal, Republican, and business resistance. You're right that we Californians can't lead the European countries on this, but maybe we can provide leadership for other non-Kyoto signatories. OTOH, the state's regulation of car and industrial emissions leaves out residential emissions (I'll bet it leaves out farming and logging too, but I haven't checked).
