Bush doesn&#8217;t care whether he can fool them all. He doesn&#8217;t even care if he can fool enough voters to get a 50.000001% mandate. When you count the votes, numbers are fungible and all they really need to do is convince a few easily manipulated congress-persons, prosecutors and investigators (and the press if they&#8217;re not already on-board) that the elections weren&#8217;t rigged. Those are the people they&#8217;ll concentrate on.</p>
