If there had been more people in New Orleans like Jabbar Gibson, the 18-year-old who started up a bus parked on the street and drove it from New Orleans to Houston with 100 other refugees, fewer people would have died.

Extraordinary circumstances call for extraordinary measures; he ought to be given a medal, not threatened with prosecution.
