BushCo assigned control of federal procurement policy (i.e., contracting rules) to a crook who was previously on the payroll of, and continued to work for, Jack Abramoff. Naturally, he was otherwise completely unqualified to hold his job, having no particular knowledge of procurement policy. Before moving to the office of Federal Procurement Policy, the indicted man was chief of staff of the General Services Adminsitration. Before that he was a Republican Hill staffer and a business partner of Grover Norquist. His wife is chief counsel for oversight and investigations for the House Government Reform Committee.
The looting in New Orleans was sporadic. The looting in Baghdad was the product of war. The looting in Washington has been carefully thought out, and is ongoing. Perhaps the Democrats in Congress should institute a shoot-to-kill policy.
